Situation: RunAlyzer allows to view and change system startup entries.

Expected: Vista protects system entries through UAC. Changes might net be possible until run elevated.

Experienced: update welcome dialog to offer elevation.

Side effects: welcome dialog should receive a more standarized look anyway. For this, a Vista-like flat dialog (also used in some other Spybot 2 components) should be used.

Since loading has been sped up ond this would blink only for a mere second or three, a new option to hide or not hide the selection dialog when loading has finished is needed as well.
