always allowed url

I'm on Vista,and have the Spybot 1.5.1.17 version.In Spybot-Search Destroy configuration in Internet Explorer,under the Allowed and Denied tab,I have a site there as always allowed,which I removed,but it keeps coming back every time I open up Internet Explorer again.
It's not there if I run Internet Explorer as administrator(even without removing it first),but as soon as I run IE normally,the site is listed in there again.
I looked in C:\ProgramData\Spybot - Search & Destroy\Excludes,but I don't have a IEWhite.sbe file to edit or delete.I tried uninstalling and reinstalling,but it still keeps coming back.
