maybe you could run "hijackthis" and, in the scan-results, it will show a regkey that is pointing to the missing file, and you can use hijackthis to remove the regkey..

i have a similar problem with SD 1.5.2 where it does not remember at least some of my settings, specifically the "ignore products" settings where i have checked for some "products" to be ignored...

some things that you could try, download and install "ewido" and "a-squared" and do scans with those.. be careful with a-squared though because it does not...
since this does not seem to be a common problem, the "problem" must be something with my computer..
the only thing that i can guess is that there is something in the AOL software that is "locking"...
