Default Spybot EULA violation by ISP?

I'm not sure if this is illegal, or against the EULA, but I'll assume it is. (I would check, but I'm running ubuntu :( )

but the Bloomer Telephone Company in Bloomer Wisconsin is charging dial up customers $5 a month for the right to use a modified version Spybot S&D

IT is part of a IT security kit, that only contains an automated, un-upgradable version of spybot search and destroy.

I would have tried to copy this program to submit, but unfortunately the customer was on the way out of my computer shop and in a hurry when I discovered the problem.

I appreciate your product, and I am only trying to help out.
