Desperate, undetectable popup threat

Hello, for a few weeks I'm having two types of pop ups that show up every around 1-2 hours. One belongs to a business site called Buxout, and the other is highly inappropriate. I believe I got it when I accidentally clicked an EXE file, possibly twice.

I tried every program I know including Malwarebytes anti-malware, S&D (of course), Ad-Watch, symantec anti virus, and a few online scanners. It's like a ghost, I've never had such trouble finding spyware before. Please assist me.

this looks like the suspect:

to be sure you can do this:

to help show all files;
FOr XP: on the desktop double click my computer,go to tools>folder options>view> then select "show hidden files and folders", then UNcheck "hide protected operating system files " also UNcheck "hide extensions for known file types" click apply to all folders, apply then ok

go to the website below and browse for the WinLoader.exe located in C:\Windows
upload it to the website by clicking the send button.
