IE tweaks does not offer option to lock IE settings

Hello
I'm new here so I hope I've posted in the right forum
I have Spybot version 1.6.2.46 installed on toshiba laptop
w/ windows vista. My problem is in my IE tweaks I have the option to
"lock" my hosts files,but program doesn't offer me the option to lock
my IE settings. The option just isn't there. I am running program under
administration rights. I use to have this option on another computer
with another version of Spybot.
I need this setting! Can someone pleeeezzz help! I don't know if this will help or not but I've inserted a screenshot of how it appears on my computer

That's normal,on Vista Spybot's "Lock IE start page setting against user changes (current user)" and "Lock IE control panel against opening from within IE (current user)" doesn't appear to be available.I'm not sure why,exactly,but it's been that way on my Vista for a good while now.
