Cannot use internet, caused by Malware?

But I thought I fixed it, but now, I cannot connect to the internet. It says I am connected to the internet, but when I try to go to a website, it just refreshes, no errors.

Also, avast blocked something that said
ip.exe (where it says ip, there were actually numbers)

I am posting this from another computer on the same network.

I have tried re-booting computer, re-connecting to net work, and resetting my router, nothing worked though.
