spybot allow or deny

I think this is the right place but if not sorry in advance.
I keep getting the allow or deny from spybot for something called PromoteInstaller i found the file and I have no idea what it is so i have denied it so far I'm not sure if spybot is trying to delete it or if its going to let it make a change here is a small portion of the log it asks every second.

PromoteInstaller was not allowed to be added to your System Startup because of the action to deny.

To stop the alerts on PromoteInstaller next time the dialog pops up check the box to "Remember This Decision", hope that helps.

I sometimes use bing bar not very often
I have 1.6.2 and the first couple times it didn't but it hasn't asked me this most recent time but if I can delete it I want to I just don't like something I don't know sitting on my computer.
