That is true, though sometimes it is junk left in the registry that has had everything else removed. As such it can cause no problems. I good cleaning of the registry may be needed. I suggest CCleaner for the job:

If you use it, the registry cleaner is called "Issues", you must back up when prompted to be safe as you should always do when working in the registry. I also suggest you should be sure you are running the newest version of Spybot with the most current updates.
