Looks like straight ahead fraud to me.
If you click to download "Spybot" you get asked for money for the privilege of being given download links to various software!!! (stuff you can probably find on Cnet)

2. hxxp://www.get-spybot.com/
What can be done about this???

Thank you for reporting! You are totally right, both sites are not valid and they are trying to abuse our name for selling their malicious stuff.
We will se what we can do to stop their doing

Unfortunately it's not easy trying to take down such crooks, many operate from countries where there is little jurisdiction.

It's an endless battle.
