FirewallDisableNotify

Everytime I run Spybot it identifies the following as problems:
Microsoft.WindowsSecurityCenter.FirewallDisableNotify
Microsoft.WindowsSecurityCenter.AntivirusDisableNotify

Why does it do that? Is there a way to not identify these as a problem?
