I Cant Install Anti-Virus Program

Hello,

i Need help bacuse i cant install any anti-virus program at all and it showes me an erro when i tried to setup it says
" This windows installer service could not be accessed. this can occur if the windows installer is not correctly installed. Contact your support personal for assistance. "

* my windows is vista and i used to use kaspersky anti-virus and i'm trying to install Norton anti-virus.
