Welcome to the forum, I will need your help with this one. First you need to know it is probably a backdoor trojan/keylogger if this is the case, your security has been severely compromised and you should consider this, and this has not been proven yet, you will know more once you have scanned the file. I believe you should have this information now so you can act to protect your self.
One or more of the identified infections steal information. If this system is used for online banking or has credit card information on it, all passwords should be changed immediately by using a different computer (not the infected one!) to make the changes. Banking and credit card institutions, if any, should be notified of the possible security breech. I suggest that you read this article too:
http://www.dslreports.com/faq/10451
When Should I Format, How Should I Reinstall
http://www.dslreports.com/faq/10063
You appear to have missed this information Pinned to the top of the forum where you posted:
"BEFORE you POST" -Preliminary Steps
http://forums.spybot.info/showthread.php?t=288
Review that information and make sure you follow all instructions. Choose and run one of the free online antivirus scans and save the scan results on your Desktop until I request them.
Here is the file in question: C:\WINDOWS\SYSTEM\svchost.exe and the service it is running:
O23 - Service: MS Software Generic Host Process for Win32 Services - Unknown - C:\WINDOWS\SYSTEM\svchost.exe
Be sure you look for the C:\WINDOWS\SYSTEM\svchost.exe NOT the C:\WINDOWS\system32\svchost.exe which is a valid Windows file.
I would also like you to scan this file: C:\WINDOWS\system32\winlogon.exe That one is likely to be safe, but I prefer to know.
You will need to show hidden files and folder to see these files:
http://www.xtra.co.nz/help/0,,4155-1916458,00.html
Use one or more of these free online scanners and post the report for me to view:
http://virusscan.jotti.org/
http://www.kaspersky.com/scanforvirus
http://www.virustotal.com/flash/index_en.html
Before you post a new HJT log you need to update HJT, you are running an old version.
G:\Utilities\Hijack This\HijackThis.exe <<< this is running from what looks not to be a drive, please delete this copy and open C:\ then right click a blank spot and make a NEW Folder. Call it HJT and download the new version to that folder. There it can safely make backups and store logs we may need.
http://www.merijn.org/files/HijackThis.exe <<< safe download link
Make sure to restart the computer, post a new HJT log and the information I requested above.
Thanks
Ok, I used the CA online antivirus scanner. No infections found. I used Norton Antivirus to scan the svchose.exe file in the system root folder and the winlogon.exe. No infections found. Here is the HijackThis log from the latest version of HJT:

Listen, I am 99.9% sure this item is a problem and a bad one: C:\WINDOWS\SYSTEM\svchost.exe. I do not believe it should ever run from the System folder. The legitimate file always runs from the System32 folder. What kind of problems are you having on this computer?
I need to be 100% sure that is why I need this information.
The reason I gave you these tools is because Norton did NOT remove the item to start with. If you are satisfied you have no problems on the computer, I will be glad to close this topic and get out of your hair. If you want my continued help making sure you are clean, then follow the directions. I want to see the scan from all three of those free online scanners. When you post that information we can continue if you wish.
Use one or more of these free online scanners and post the report for me to view:
You will need to show hidden files and folder to see these files:
http://www.xtra.co.nz/help/0,,4155-1916458,00.html
Use one or more of these free online scanners and post the report for me to view:
http://virusscan.jotti.org/
http://www.kaspersky.com/scanforvirus
http://www.virustotal.com/flash/index_en.html
I would also like you to return here: C:\HJT\HijackThis.exe <<< point your mouse at the .exe and right click, then choose Rename. Call it cadlewv.exe or whatever you wish. We may be dealing with a Vundo infection and after a reboot, the next HJT log may show us.
Thanks
The only problem I have is that IE7 is allowing popups, even while I've told it to disable all popups. The popups aren't porn, or anything out of the ordinary. Regular sites that have popups (i.e. weather.com) succeed every time in popping up windows in IE7. That's my only issue.
Here are the reports for the online scanners:

Is a KeyLogger you installed on purpose, let's clean out some of the junk you have and see what happens. First I wish to ask this question. Does the Google stuff you have include a toolbar with a popup blocker?
Under Settings to the right, open the drop down menu and click Options. Choose the "More" tab and make sure the Popup Blacker is enabled.
Please download ATF Cleaner by Atribune
http://www.atribune.org/content/view/25/2/
Save it to your Desktop. We will use this later.
Open HijackThis and choose "Do a system scan only" then check the box in front of these line items:
(toolbar has no file and is not working right if at all. If you use it, download it again)

Close all programs but HJT and all browser windows, then click on "Fix Checked"
Run ATF Cleaner
Double-click ATF-Cleaner.exe to run the program.
Click Select All found at the bottom of the list.
Click the Empty Selected button.
Click Exit on the Main menu to close the program.
Restart the computer and post a fresh HJT log. Has than helped the popup problem?
Thanks
Ok, done it all. Still getting popups. All I have to do is go to weather.com and I get one, every time.
Here's the new HJT log.

Well, let me say that I also get an occaisional popup. You said this:
All I have to do is go to weather.com and I get one, every time.
Is this popup from the website? If it is I suggest you get your weather elsewhereI will also say I also got a popup attempt when I visited that site and my Google toobar/popup blocker blocks it.
A look down your HJT log shows me nothing I would suspect of being a problem? I am out of ideas at this point. The only think I can suggest would be additional scans to look for hidden malware. If you wish to do that, start with a rootkit scan:
Please download F-Secure BlackLight Beta:
https://europe.f-secure.com/exclude/blacklight/index.shtml
Save it to its own folder in the Desktop
Double-click blbeta.exe to run the program
Click : Scan
A list of all items found is created
The list is in the BlackLight folder on the Desktop, and named fsbl.xxxxxxx.log (xxxxxxx are numbers).
Please provide the log created by BlackLight in your next reply.
and give this free scan a try,
* Download Dr.Web CureIt to the desktop:
ftp://ftp.drweb.com/pub/drweb/cureit/drweb-cureit.exe ( ftp://ftp.drweb.com/pub/drweb/cureit/drweb-cureit.exe)
Doubleclick the drweb-cureit.exe file and Allow to run the express scan
This will scan the files currently running in memory and when something is found, click the yes button when it asks you if you want to cure it. This is only a short scan.
Once the short scan has finished, mark the drives that you want to scan.
Select all drives. A red dot shows which drives have been chosen.
Click the green arrow at the right, and the scan will start.
Click 'Yes to all' if it asks if you want to cure/move the file.
When the scan has finished, look if you can click next icon next to the files found: http://users.telenet.be/bluepatchy/miekiemoes/images/check.gif
If so, click it and then click the next icon right below and select Move incurable as you'll see in next image:
http://users.telenet.be/bluepatchy/miekiemoes/images/move.gif
This will move it to the %userprofile%\DoctorWeb\quarantaine-folder if it can't be cured. (this in case if we need samples)
After selecting, in the Dr.Web CureIt menu on top, click file and choose save report list
Save the report to your desktop. The report will be called DrWeb.csv
Close Dr.Web Cureit.
Reboot your computer!! Because it could be possible that files in use will be moved/deleted during reboot.
After reboot, post the contents of the log from Dr.Web you saved previously in your next reply.
Thanks
First off, I get popups from plenty of legitimate sites, not just weather.com. Also, remember that my IE7 is set to block all popups unless I override it. So at most, I should only get the occasional popup.
Next, the BlackLight log:

Blacklight is clean, showing no rootkits. To tell you the truth, I have no idea why you are getting them. They seems to be coming from legitimate sites. Can you tell me if you get popups when your computer is not online? Here are somes information you can look at.

Here is some great information from Tony Klein, Texruss, ChrisRLG and Grinler to help you stay clean and safe online:
