Total Popup Block

Hey im just wondering if there is anyway to stop popups, i mean all. and make it so other pages must be opened in tabs?

and also for some reason ive blocked some popups but the windows still come up, all the adress minus the content....

Is your Internet Explorer Pop-up Blocker turned on?
Go into Internet Explorer.
On the Tools menu, point to Pop-up Blocker.
If the menu that appears says "Turn On Pop-up Blocker", click on it.
If the menu that appears says "Turn Off Pop-up Blocker", take no action.
