why does spybot say this is a problom??

here is the full report:

hi,

this relates to how the IE handles local webpage, i.e. stored on your harddisk.
As it stands now, your IE will execute active content , for instance scripts, in local webpages with less security restrictions. Full access to your harddrive would be possible.
In some cases this is wanted but usually it is not recommended, since it is mostly used by malicious software to bypass the normal Internet Explorer and Explorer security settings for zones.
This may have been changed by other security software or manually by the user, if that is not the case you should fix this to restrict locally opened webpages.
