General Uninstall Failures

Have you ever installed a program and then when you uninstall, it keeps the files behind. Or does not do the uninstallation at all? What causes this and what can be done to make sure your computer is clean of the files?

Some programs are creating some files which can be:
Shared (cncs232.dll is shared file) - 2 of more installed programs can use one shared file. Some uninstall programs are asking for shared file.
Created - Sometime uninstall programs can(not) remove created files.
Some programs cannot use uninstall because some files are active.
