Need Help please!!

Ok so let me start off by saying that I dont know alot about computers but I know a lil bit. so my parents computer seems to have the command service problem. I have read all the previous threads but the problem is that my parents computer is limited to its actions for some reason. when we start the computer the taskbar on the bottom of the page isnt showing up and it wont let us on on internet. when we open Ie it cant find the server so we cant download hijack or any other programs.so after using Spybot in safe mode it is not finding any problems anymore but we still cant really do anything. the task bar on the bottom of the page doesnt show up and most prgrams wont even open and we also cant connect to the internet. Open to any suggestions and sorry again im pretty new to trying to fix computers.

Let me mention that in a pinch, you can download the tools needed on one computer and take them to the one with the problem if need be.

Last, I would get your ISP involved. If you are using DSL, it may be as simple as turning everything off in a sequence and restarting it in a certain sequence. Your service provider would know this.
