Immunize and multi-user systems

We run Windows Server 2003 with Terminal Services. When I Immunize it appears that only HKCU is updated with the list of web sites to put in the Restricted Sites zone. And honestly, even if Spybot S&D tries to update all users the reality is that we use roaming profiles and not all users will have a profile present on the machine at the time that Spybot S&D is run. So, is there a way to have Spybot S&D write to HKLM (e.g., like IE-SPYAD2)?
