Can't strat in safe mode

In “BEFORE you POST” it says at step #2 to restart in safe mode by tapping F8 after the computer beeps once during startup. My computer plays a few notes as it is logging off windows, but does not beep make another sound until windows starts up again except for the whirling of the fan and/or hard drive. I have tried tapping F8 continuously, starting from an infinite number of beginning points but it always continues on to windows. It seems I cannot start in safe mode. What do I do now?

If you cannot run the Spybot or Anti Virus scan at all, please go ahead and post the HJT log along with a note regarding scan/s failure.
