Loss of administrator privelages as result of malware removal

First the background, I started receiving pop ups reading, Your computer is making unauthorized copies of your system and internet files... And then would claim to try to sell me virus protection. Much like in this case (http://forums.spybot.info/showthread.php?t=18506). I followed directions from a different source before stumbling in here. I ran smitfraudfix and had it fix it and gave it permission to clean my registry. After rebooting the pop-up was gone but I now do not have administrator rights on my computer. I cannot go to control panel or change my user settings without it telling me I can't do it because of restrictions on the computer and to contact an administrator. I don't think this is still a malware issue, but here is the hijackThis log just in case. Thanks for any help you can offer,

The specific error message I get is "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator." Here is the original SmitFraudFix log that caused the problems. Hope this helps.

It is very unlikely Smitfraudfix had anything to do with this, I use it all of the time for that infection. See what you can do to fix that issue with the information provided.

This item: O20 - AppInit_DLLs: C:\WINDOWS\system32\sulimo.dat
is still showing in the HJT log and it appears to be Smitfraud related.

Once you resolve the issue, and remove sulimo.dat, post a new HJT log, with some feedback. We may want to run a good scan like Kaspersky (mentioned in the instructions) to make sure nothing is hiding.

I applied the registry fix on that one website and that did not help the problem. I did some searching on google but the only fixes seem to be for specific instances when the error message pops up. I see it all the time. When i try to alter my account, set program access and defaults, try to go to control panel. I did however clean sulimo.dat with hijackthis. Here is the new log. Clean:
Reboot your computer in Safe Mode (before the Windows icon appears, tap the F8 key continually)
Double-click SmitfraudFix.exe
Select 2 and hit Enter to delete infect files.
You will be prompted: Do you want to clean the registry ? answer Y (yes) and hit Enter in order to remove the Desktop background and clean registry keys associated with the infection.
The tool will now check if wininet.dll is infected. You may be prompted to replace the infected file (if found): Replace infected file ? answer Y (yes) and hit Enter to restore a clean file.
A reboot may be needed to finish the cleaning process. The report can be found at the root of the system drive, usually at C:\rapport.txt

Optional:
To restore Trusted and Restricted site zone, select 3 and hit Enter.
You will be prompted: Restore Trusted Zone ? answer Y (yes) and hit Enter to delete trusted zone.
Note, if you use SpywareBlaster and/or IE-SPYAD, it will be necessary to re-install the protection both afford. For SpywareBlaster, run the program and re-protect all items. For IE-SPYAD, run the batch file and reinstall the protection.

Post the C:\rapport.txt and a new HJT log, let me know how the computer is running.
