I need help

When I start my computer up, a box pops up asking me to run a cpl elevated. I check the details of what it is trying to make me do and this is what I get (please forgive me as I know little about computers):

"C:\windows\system32\runlegacycplelevated.exe"

shell32.dll, control_rundll "stacgui.cpl" page=portmap

What is this and why am I getting it? My Spysweeper and Virus Programs do not say that I have any infections. I have been researching this for months, but get nowhere. Can someone please help?
