is there are any future plans to create command line (cmd) spybotsd scanner?
and what about portable version?
can i just copy and use it from usb drive?

Something like a portable version is already "available":

At the moment, we have to check if the creator haven't change anything security related so that we can allow it.

Apart from that, Spybot-S&D can be easily used with an USB stick, even if the solution is not perfect. Just install it on the PC and then copy the installation folder on the USB stick.
