Live Safety Center/Online Security Guide/Windows won't boot

Hello. I'm in desperate need of help.
Whenever I connect to the internet, two shortcuts pop up onto my desktop. They're "Live Safety Center" and "Online Security Guide". I'm also getting constant pop-ups telling me I'm infected and trying to direct me to links online to 'download anti-virus software'.

Also, Windows will not boot for me unless I do it in "Directory Service Restore" mode or boot in safe mode using the BOOT.INI tab in msconfig.

Please make sure you have read this information so we are on the same page.

I'll be candid, you have major issues and my best suggestion it to reformat. Beside the boot problems that may or may not be caused by the malware, we have this trojan:

Steals information
Records keystrokes
Installs itself in the Registry
Exploits system or software vulnerabilities
Used in DOS attacks

and comes with this warning: A Backdoor is a software program that gives an attacker unauthorized access to a machine and the means for remotely controlling the machine without the user's knowledge. A Backdoor compromises system integrity by making changes to the system that allow it to by used by the attacker for malicious purposes unknown to the user.

One or more of the identified infections is a backdoor trojan.
This allows hackers to remotely control your computer, steal critical system information and Download and Execute files
I would counsel you to disconnect this PC from the Internet immediately. If you do any banking or other financial transactions on the PC or if it should contain any other sensitive information, please get to a known clean computer and change all passwords where applicable, and it would be wise to contact those same financial institutions to apprise them of your situation.
Though the Trojan has been identified and can be killed, because of it's backdoor functionality, your PC is very likely compromised and there is no way to be sure your computer can ever again be trusted. Many experts in the security community believe that once infected with this type of Trojan, the best course of action would be a reformat and reinstall of the OS. You also have a Vundo infection that is hard to remove, and that is not all. I also need to point out that you are running System Configuration Utility (MSConfig) in Selective Startup mode, so I don't even know if I am seeing all of the malware.
