is there a way to specify in the command line what server you want spybot to update from?

The actual value for the "PreferredUpdateMirror" is stored in a registry entry. If you want to try to set "… what server you want spybot to update from …", I suggest that you try to set the "… the preferred download location" manually by going to Spybot > Update > Search for updates > and then setting it as follows after a list of download servers is available:
Using the pull-down site selection menu (between the "Search for Updates" and "Download Updates" buttons) select the server you want as the preferred server > then right click on the button and select "Set this server as the preferred download location".
To verify if this works to replace a command line entry:
After the next execution of Spybot where /autoupdate used in the command line and updates actually took place, see if the "PreferredUpdateMirror" download server was used during the updates. You should be able to verify this after updates by going into Spybot > Update > clicking on the "Show log" button and verifying were the updates came from. Since the download server names and the actual download URLs differ, here is the current translation as of today to help (note: both download server names and the actual URLs be dynamically changed so this list is only accurate as of this post):
