Don't know how to get control panel back

Hi.
I need some serious help please...I have successfully removed all viruses off my computer, but they left a lot of damages behind, one of them being a missing control panel. Can someone tell me how to get it back please; It's not even in the startup menu and i can't access it from typing 'control' in the run option.
when i try to uninstall a program, it gives me a message that says that i dont have administrative privilages when i really do.
please help me!

I got the control panel back.
I still can't access my C drive (it gives me open with when i double click, explore, and open)

Please help!
