repair wallpaper

My wallpaper is a solid blue. I go to change it, and I cannnot. I have already used Microsofts tools to check the Hkey and cannot find any incorrect code. I read somewhere that if there was a spyware that spybot removed, that it could cause this problem.

Can you give details such as your Operating System, and the events leading up to the problem please.

Including any fixes [malware removal tools) you may have run on the machine besides Spybot-S&D.
