IE7, running on Windows Vista, actually writes cookies to two folders. The Cookies folder can be redirected using registry settings or other Microsoft tools. However, by default it is usually located here:
C:\Users\Name\AppData\Roaming\Microsoft\Windows\Cookies
C:\Users\Name\AppData\Roaming\Microsoft\Windows\Cookies\Low
SpyBot Search & Destroy scans the first folder, but it does not seem to scan the second. CCleaner will actually scan both.
NOTE: This Low folder may not show up in Windows Explorer because it's desktop.ini file contains a setting to prevent this. (The folder is also a hidden system folder.) If you delete (or rename) the desktop.ini file from the command line, you can then list the Low folder.
