I recently had to get a new hard drive. When I used Spybot before, when I visited certain sites I would get notices to block certain downloads (like Avenue A, double click, etc.). Now that I have reinstalled Spybot, it is not doing that. There is a certain site that I know this happens a lot on and it's not happening now (though I do notice a change in the cursor from time to time). Is this something I have to set? Or is this something with a newer version of Spybot?

Click immunize, then make sure there's a checkmark beside 'Enable permanent blocking of bad addresses in Internet Explorer'.
In the pulldown menu,if it's set to 'Block all pages silently',then it's still blocking stuff like avenue a,just without notification.
If you want to get the notices to block bad downloads, click the arrow and select 'Ask for blocking confirmation.'(Or Display dialog when blocking, whichever you prefer.)

Firstly, I will assume that you are talking about Spybot's IE Resident Browser Helper Object (BHO).

Go into Spybot-S&D > Immunize. Look in the last section labeled "Permanently running bad download blocker for Internet Explorer". If "Enable permanent blocking of bad addresses in Internet Explorer" is not checked, checked it. This will activate the feature.

If it is already checked, the difference it what you are observing may be because of the options in the pull-down options below "Enable permanent blocking of bad addresses in Internet Explorer". There are three options:
Block all pages silently
Display dialog when blocking
Ask for blocking confirmation

It sounds like the "Display dialog when blocking" was select before and now the "Block all pages silently" is selected.

Unfortunately it won't let me check the checkbox, so I can't enable this feature. Any ideas?

Thanks

Try going to C:\Program Files\Spybot - Search & Destroy and see if SDHelper.dll is there.

What version of Spybot do you have installed?
And,what operating system do you have?(Windows 98,XP,etc.)

Windows 2000 and the latest Spybot (just downloaded it today).

Okay,thanks.
Could you go see if sdhelper.dll is in the Spybot - Search & Destroy folder for me?

Try uninstalling Spybot:
How to uninstall-
http://www.spybot.info/en/faq/27.html

Then,download and install it again:
http://www.spybot.info/en/download/index.htm

And see if you are able to put a checkmark beside "Permanently running bad download blocker for Internet Explorer",after you reinstall.

Hmm... I uninstalled and then reinstalled in safe mode and finally that option showed up.
