help, avg disabled, 403 errors, can't run kaspersky, HELP!

I am very disabled at the moment. I can't run safe mode. I connected to the internet by way of my IBM access connections, but there is no longer an option to allow windows to configure the wireless connection. Windows firewall is disabled. Lastly, HJT gives me not responding...

Can anyone help...

One last thing

ok, upon further review, when i try to access HJT, it says that it is not a valid win32 application.

I hope this lends some insight.
