page can not be displayed

Working on a PC: dial up internet, will connect but constantly receive a "page can not be displayed" window. Occasionally, browser windows will pop up out of no where but display the same page (can't be displayed). Using Macfee full system (firewall, AV, etc.). Have used the following already with no sucess:
Spybot S&D (latest version?)
Ewido Security Suite 3.5
Trend Micro Antispyware 3.0
CCleaner 1.27
several virus scans.

Btw, for what it's worth: Trend Micro scans have picked up registry errors from Effective-i Inc. and then some other things involving UCMore toolbars. The scans have repetitively picked up problems but nothing has fixed the main issue: that pages can not be viewed. CCleaner has cleaned alot of stuff off the computer, even when pages cant be viewed. Ewido is showing established connections to the PC when the modem is connected to the internet (again with no luck in pages being viewed.)
