spyware on my computer with yellow and blue background bucks are moving on desktop

my computer has been attacked by spyware and it has displayed a message
"warning! spyware detected on your computer! Install an antivirus or spyware
remover to clean your computer"
it has a yellow and blue background. and when u left it for a while bucks start moving allover
My computer cannot load in normal mode but when I boot in safe mode I cannot see the task bar the desktop is empty

Your best bet might be to ask for help in there.Perhaps someone in there might be able to come up with a way for you to be able to transfer required tools in some way,or some such thing.Guess it can't hurt to ask,anyways.
