Infected Spyware! don't know how to remove?

Hi ! my computer was infection spyware a couple month ago ,when I try configure the IP ,I forgot to turn off the Firewall ,my computer was infection at
that time I try to format the hard drive couple time but still can't get rid it the
Hacker alway scan my computer every time I surf,

I see several anti this and that programs, are you sure one of them is not scanning, you will have to provide more information than you have.
