Cannot Install Spybot

I cannot install Spybot on a computer. The computer seems to have lots of spyware on it. When I double click on the exe, nothing happens. The task manager is disabled, so I cannot see if the exe is running and hung, or if it never starts.

I installed Spybot on another computer and copied the Program Files directory to the infected computer and ran SpybotSD.exe, but that doesn't do anything either.

Any ideas?
