What is this? I get like 15-20 of these notifications. I've only had spybot for a day and only restarted twice but each time I restart these messages pop-up. Should I hit "allow change and remember this decision" or am I... well I don't know
I'd search the forums but I have no idea what to search for

From the change, it looks like Spybot is attempting to remove something on startup and it was successful, thus it is removing itself from the startup manager, so it does not start up on the next boot.
From when you mark, "Remember my Decision" you are only marking it for SpybotDeletingX&&&&:
Where X stands for a letter and & stands for a number.
Say like you marked "Remember my Decision" for 'SpybotDeletingA2193', os then the next time Spybot-SD encounters this entry it will follow the instructions you have given (which is Allow).
Another alternative would be disabling TeaTimer, however that is up to you.
My best suggestion is to take the extra step and click allow on all those 'SpybotDeleting...' entries.
