popunder.multi-pops/ Ad by navigation tool popups

I keep getting this pop up (lower right of my screen says Ad served by Navigation Tool. Another IExp window opens with the url being http://popunder.multi-pop.com/adsDirect I have updated, immunized, and scanned several times, but am not able to rid my machine of this insidious pop up. I have changed my internet options to block this site, etc. but it keeps coming back.

Is this an adware/spyware that Spybot will detect? Also when I run my scan I am now getting something called "The tip of the Day" there is no info associated with it.
