Does it violate the EULA if one were to turn Spybot into a portable and post it on another website WHILE giving credit to the original owner?

At the moment we have to check if the creators haven't change anything security related so that we can allow it.

Apart from that, Spybot-S&D can be easily used with an USB stick, even if the solution is not perfect. Just install it on the PC and then copy the installation folder on the USB stick.
