How to run administrator scan

I would appreciate any help on how to run an administrator scan.

Also I seem to have a virus, something took over my background all in blue and then in yellow letters said you need an antivirus or spyware program. I may have some kind of fraudulent XP Antivirus on my computer for some reason even though I never downloaded anything like that. Spybot couldn't get rid of most of the threats. I have Vista. There is now a blocked startup program lphcj4gj0ec44.exe and I can't remove it. Thanks!
