fastclick

I have fastclick.net and fastclick.com in the 'sites' prohibited under privacy in the internet options but It still appears occasionally. Why is this?
I tried to insert it in services.msc but don't know if it can be done.
Is it something to be concerned about?
I saw a site that will auto remove but didn't click it as I don't know if it is safe.
