Control Panel refuse to come up

I have downloaded SPYBOT on (3) computers now. (2) computers have run flawlessly, but the 3rd refuses to allow access to the SPYBOT Control Panel. Any suggesstions on the problem? I have uninstalled and reinstalled a total of (3) times now with no effect.

What is your Operating System?
What version of Spybot are you running (Help>About)?
