How or is it possible to push down the single.sbe exclusions list? if we can replace the files SpyBot doesn't update its list? what setting am I missing or what else needs to be done?

I assume from your question concerning Single.sbe exclusions that you are trying to do that for a commercial site. Are you aware that the licensing of Sypbot has changed and you must obtain a license for use other than personal use? Please see:

Changes to the Single.sbe file and changes to some other files are protected from changes outside of Spybot itself to prevent malware from excluding itself.

I am aware of the licensing agreement and we do have a Intranet Site License, the IServer License.
So let me rephrase my question. With the IServer, is it possible to update the Single.sbe?
I take it this is not possible?
will this be included in a future release?
