Command service problem

I have looked at a historical post about the command service problem;

I have the exact problem noted here, when I run SpyBot (1.4with updated detection rules etc) it finds three instances and can only remove 1, it tells me to reboot and try again but this fails).

It also seems to be effecting the task manager window as I cannot open it.
