Help! My wallpaper option is disabled.

I'm not sure whether this topic fits into this forum, but here it is.

I had a problem with Spy Sherriff earlier and went through all the necessary steps to remove it, but I can't seem to put up a wallpaper on my desktop. The option to put up any kind of wallpaper is disabled.

What's wrong? And is there any way to fix this? Thanks.

That topic is from 11/26/2005. Not sure why would you follow instructions given to someone else particularly after user said:
i got spy sherriff off but now my wallpaper is just a blue screen...w/o the sign. i tried to go through right click>properties>desktop and change my wallpaper but it stays only on colors, how do i set it back to wallpapers? and then did not post the hjt log requested so the helper could follow up.

We should see a log.
