TeaTimer popped up with this while i was installing IE7. i allowed it, but a little while later it popped up again saying 'change: value deleted' is this something i should allow? is it supposed to get deleted?

I understand from previous post that this needs to be in use- but does it need to be in the start-up file?

Yes, because it is part of the installation process for Internet Explorer 7.

To the best of my knowledge the NoIE4StubProcessing startup entry generated during the installation of Internet Explorer 7 is a runonce startup entry which means that it will be executed at the next system startup and then deleted.
