TeaTimer popped up with this while i was installing IE7. i allowed it, but a little while later it popped up again saying 'change: value deleted' is this something i should allow? is it supposed to get deleted?

This an old post but it still should be pertinent:
What is NoIE4StubProcessing? - TeaTimer caught it after IE7 install.

I understand from previous post that this needs to be in use- but does it need to be in the start-up file?
I am new to this site, thanks for any help.

Yes, because it is part of the installation process for Internet Explorer 7.
To the best of my knowledge the NoIE4StubProcessing startup entry generated during the installation of Internet Explorer 7 is a runonce startup entry which means that it will be executed at the next system startup and then deleted.
