Everytime I run a SpyBot scan on my son's laptop I get this entry. Can someone reply and let me know what it means?

Basically what this means is that Spybot is telling you that monitoring the status of your firewall, and anti-virus programs have been disabled. Really means that your computer won't tell you anything if they should be disabled (not good).
What you should do is fix that entry.
The 'Why?', is because it could be the work of a Internet Security Suite that you're using that disables the monitoring (like Symantec's Norton) so that it can monitor itself, or the work of malware that disables it.
