is it just me or does spy bot scan really fast?

I'm not sure what you mean. Can you explain this please?
 
well when i start a scan it is done in about 30 secs and it is not picking up much threats so is it only scanning a certain spot or is it only looking for cookies, stuff like that.
 
Well, it depends on what you scan for and what you want to scan. In Spybot-Search&Destroy>Advanced Mode>File Sets, that is the place to see what Spybot scans for. By default Spybot scans for spyware/trojans except user trackage (File Sets).

On average, a scan took me 10-20 minutes (Spybot-SD 1.6.2.46) on a P4 3.0Ghz, 512MB of RAM.

How "fast" was your scan? 30 secs?
