Complete novice in need of help please

Hi

I was hoping someone could offer some assistance to sort out my laptop problems.

I'm unable to download any anti virus software (just hangs) or updates and I can't shutdown my laptop (it just stays in 'logging off' mode).

I have no idea about these things, I really need some help with this, it's been going on for months now and it's driving me crazy.
