This tab that Microsoft Internet Explorer 8 is showing you does not have to do with Spybot-Search&Destroy. But I think we can fix this. I entered the same URL in my IE8 and it told me that your security settings apparently puts you at risk (meaning too low or modified in a bad way). I'd suggest you follow the directions that the green shield is asking you to do:
