error msg: Your current security settings do not allow this file to be downloaded

I have downloaded spybot before and I wasn’t really satisfied with it. I want to give it another try after reading a lot about it...
But this "security alert" keeps popping up
Does anyone know what I can do to fix it?

That's the message given by Internet Explorer when the Internet Security Zone Security setting for Downloads, File Download is set to disabled.

This can easily happen if the Internet Options, Security tab, Internet Zone is set to 'High' rather than the default.
