Earlier in the week the computer became infected with Windows Police Pro. I used Malwarebytes anti malware to remove that infection. Upon cleaning that antivirus and other programs such as spybot ceased to work. When attempting to run any virus or spyware programs i get an error regarding insufficient permissions. Hijack this will start if i rename the exe but will not complete a scan. When attempting to start windows regularly i get an Error at the login screen stating that windows system authority? will reboot the system in 30 seconds.

Please save this (http://download.bleepingcomputer.com/rootrepeal/Win32kDiag.exe) file to your desktop. Double-click on it to run a scan. When it's finished, there will be a log called Win32kDiag.txt on your desktop. Please open it with notepad and post the contents here.

Open notepad and then copy and paste the bolded lines below into it. Go to File > save as and name the file fixes.bat, change the Save as type to all files and save it to your desktop.

Download The Avenger by Swandog46 from here (http://swandog46.geekstogo.com/avenger2/download.php).
Unzip/extract it to a folder on your desktop.
Double click on avenger.exe to run The Avenger.
Click OK.
Make sure that the box next to Scan for rootkits has a tick in it and that the box next to Automatically disable any rootkits found does not have a tick in it.
Copy all of the text in the below textbox to the clibpboard by highlighting it and then pressing Ctrl+C.

In the avenger window, click the Paste Script from Clipboard, http://img220.imageshack.us/img220/8923/pastets4.png button.
Click the Execute button.
You will be asked Are you sure you want to execute the current script?.
Click Yes.
You will now be asked First step completed --- The Avenger has been successfully set up to run on next boot. Reboot now?.
Click Yes.
Your PC will now be rebooted.
Note: If the above script contains Drivers to delete: or Drivers to disable:, then The Avenger will require two reboots to complete its operation.
If that is the case, it will force a BSOD on the first reboot. This is normal & expected behaviour.
After your PC has completed the necessary reboots, a log should automatically open. If it does not automatically open, then the log can be found at %systemdrive%\avenger.txt (typically C:\avenger.txt).
Please post this log in your next reply.
Please save this (http://download.bleepingcomputer.com/rootrepeal/Win32kDiag.exe) file to your desktop. Click on Start->Run, and copy-paste the following command (the bolded text) into the Open box, and click OK. When it's finished, there will be a log called Win32kDiag.txt on your desktop. Please open it with notepad and post the contents here.

It couldnt execute the command string from the run line for win32kdiag.exe, so I made a .bat file on the desktop with the command string and it ran fine from there.

Click Yes to allow ComboFix to continue scanning for malware.
When the tool is finished, it will produce a report for you.

when going to run combofix it gives me an error that norton 360 is active and needs to be disabled. I had previously uninstalled norton 360 so i dont know where it is picking it up from. Should i continue or try to find out where it is picking up norton 360 from?
If you have uninstalled Norton360 earlier then ignore the warning and let it run.

Prevous steps have been completed up to the kaspersky online scan which is running at the moment. Since the first run of combofix a new popup keeps coming up and disappearing. It is a message from Outlook Express stating " To free up disk space Outlook Express can compact messages. This may take a few minutes." With the standard Ok and Cancel buttons. It pops up about once every 15 seconds and goes away after about 5 seconds with no input. We do not use outlook express on this computer so i find that odd..

There's discussion of same problem here (http://help.wugnet.com/windows2/free-disk-space-outlook-Express-compact-messages-ftopict519949.html). It was mentioned that for example Nero Scout may trigger that. Do you have it installed? It comes with Nero Suite and at least that seems to be installed.
I haven't heard of any case in which ComboFix would had triggered Outlook Express to show that kind of messages.

If the system runs properly we're ready for the final steps :) Since you don't have Norton there anymore I've included some antivirus and firewall options in this post.
THESE STEPS ARE VERY IMPORTANT
Let's reset system restore
Reset and Re-enable your System Restore to remove infected files that have been backed up by Windows. The files in System Restore are protected to prevent any programs changing those files. This is the only way to clean these files: You will lose all previous restore points which are likely to be infected. Please note you need Administrator Access to do clean the restore points.
1. Turn off System Restore.
On the Desktop, right-click My Computer.
Click Properties.
Click the System Restore tab.
Check Turn off System Restore.
Click Apply, and then click OK.
2. Reboot.
3. Turn ON System Restore.
On the Desktop, right-click My Computer.
Click Properties.
Click the System Restore tab.
UN-Check *Turn off System Restore*.
Click Apply, and then click OK.
NOTE: only do this ONCE,NOT on a regular basis
Now lets uninstall ComboFix:
Click START then RUN
Now copy-paste Combofix /u in the runbox and click OK
Next we remove all used tools.
Please download OTC (http://oldtimer.geekstogo.com/OTC.exe) and save it to desktop.
Double-click OTC.exe.
Click the CleanUp! button.
Select Yes when the
Begin cleanup Process?
prompt appears.
If you are prompted to Reboot during the cleanup, select Yes.
The tool will delete itself once it finishes, if not delete it by yourself.
Note: If you receive a warning from your firewall or other security programs regarding OTC attempting to contact the internet, please allow it to do so.
You may delete DDS and GMER .exe file if either one still exists.
UPDATING WINDOWS AND INTERNET EXPLORER
IMPORTANT: You Need to Update Windows and Internet Explorer to protect your computer from the malware that is around on the Internet. Please go to the windows update site (http://windowsupdate.microsoft.com/) to get the critical updates.
If you are running Microsoft Office, or any portion thereof, go to the Microsoft's Office Update site and make sure you have at least all the critical updates installed (Free) Microsoft Office Update.
Make your Internet Explorer more secure
This can be done by following these simple instructions:
From within Internet Explorer click on the Tools menu and then click on Options.
Click once on the Security tab
Click once on the Internet icon so it becomes highlighted.
Click once on the Custom Level button.
Change the Download signed ActiveX controls to Prompt
Change the Download unsigned ActiveX controls to Disable
Change the Initialize and script ActiveX controls not marked as safe to Disable
Change the Installation of desktop items to Prompt
Change the Launching programs and files in an IFRAME to Prompt
Change the Navigate sub-frames across different domains to Prompt
When all these settings have been made, click on the OK button.
If it prompts you as to whether or not you want to save the settings, press the Yes button.
Next press the Apply button and then the OK to exit the Internet Properties page.
The following are recommended third party programs that are designed to keep your computer clean. A link as well as a brief description is included with each item.
hosts file:
Every version of windows has a hosts file as part of them. In a very basic sense, they are used to locate webpages. We can customize a hosts file so that it blocks certain webpages. However, it can slow down certain computers. This is why using a hosts file is optional!!
Download it here (http://www.mvps.org/winhelp2002/hosts.htm). Make sure you read the instructions on how to install the hosts file. There is a good tutorial here (http://www.bleepingcomputer.com/forums/tutorial51.html)
If you decide to download the hosts file, the slowdown problems can usually be avoided by following these steps:
Click the start button (at the lower left hand corner of your screen) Click run In the dialog box, type services.msc hit enter, then locate dns client Highlight it, then double-click it. On the dropdown box, change the setting from automatic to manual. Click ok
Get Anti Virus Software and keep it updated - Most AVs will update automatically, but if not I would recommend making updating the AV the first job every time the PC is connected to the internet. An AV that is using defs that are seven days old is not going to be much protection. If you do not update your anti virus software then it will not be able to catch any of the new variants that may come out. Good free antivirus programs are:

Avast! (http://www.avast.com/eng/download-avast-home.html)
Good commercial ones are from:
Kaspersky (http://www.kaspersky.com/homeuser) and

Use a Firewall - I can not stress how important it is that you use a Firewall on your computer. Without a firewall your computer is susceptible to being hacked and taken over. Simply using a Firewall in its default configuration can lower your risk greatly. For more info, check this (http://www.bleepingcomputer.com/forums/tutorial60.html) webpage out.
If you don't have a 3rd party firewall or a router behind NAT then I recommend getting one. I recommend either Online Armor Free (http://www.tallemu.com/free-firewall-protection-software.html) or Comodo Firewall Pro (http://www.personalfirewall.comodo.com/download_firewall.html#fw3.0) (If you choose Comodo: Uncheck during installation "Install Comodo HopSurf..", Make Comodo my default search provider" and "Make Comodo Search my homepage" and install firewall ONLY!). Both providers have support forums that help with configuration related questions.
Just a final reminder for you. I am trying to stress these two points.
UPDATE UPDATE UPDATE!!! Make sure you do this about every 1-2 weeks.
Make sure all of your security programs are up to date.
Visit Microsoft's Windows Update Site Frequently - It is important that you visit http://www.windowsupdate.com regularly. This will ensure your computer has always the latest security updates available installed on your computer. If there are new updates to install, install them immediately, reboot your computer, and revisit the site until there are no more critical updates.

i thought that was all, but i was going to remove nero scout (dont really use it anyhow) and i got an error "The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance." Also, since the cleanup my printers are all gone..

I tried the fix in the first link which did not work, the second link i downloaded and attempted to install, I got an error of "The system administrator has set policies to prevent this installation." which is odd because this account has admin privileges.
On the printers issue, I had 3 or 4 different printers installed including and functioning and now there are no printers listed under the printer folder.

another tidbit: i attempted to reinstall one of the printers, it gave me an error stating the print spooler service was not running. I went into the services applet and attempted to manually restart the print spooler and the windows installer services and it gave me an error stating that they could not be started in safe mode. I found this odd since the computer is not booted into safe mode.

The printers are now there, but when the system boots a windows installer pops up and hangs. If i goto task manager and kill the process it finishes but does not load the programs that are set to load at startup. Also, when i goto windows update i get an error stating that some files required to use windows update are no longer registered. It gives me an option to register and reinstall the files. I do this and it does the same thing repeatedly (files missing, re-register and reinstall)
Did you try to reinstall Windows installer? What is the exact error code you get in Windows Update?

Here's the issues i see still:
Upon boot up after the desktop loads a windows installer notification comes up and states preparing to install. This sits on screen for a minute or so then goes away.
I reinstalled windows installer from using the Windows Installer 4.5 Redistributable from here : http://www.microsoft.com/downloadS/details.aspx?familyid=5A58B56F-60B6-4412-95B9-54D056D6F9F4&displaylang=en
I reinstalled using that and it went fine. I went to Windows Update and attepmted to check for the current updates and i get the following message after clicking express or custom it returns the following error:

(radio button) Register or reinstall files for me (Recommended)
(radio button) Let me read about more steps that might be required to solve the problem.

I select the first option and hit continue. It goes to the next screen where it installs and re-registers then it takes you back to the Express and Custom download options screen.
It repeats the cycle infinitely.
Lastly, when i goto open my computer to browse it takes quite a while for the drives to show up.. it sits like its searching for a drive or something.

If that hasn't helped you may need to re-register some more files:

Sorry for the confusion, they were two separate thoughts. Should have been stated separately.
Windows installer is started and running in the services applet.
Windows update is still not functioning.
In regards to Windows explorer directory listing lag I mentioned before. I defragmented the hard drive as suggested in a previous post. I also completed a disk check. It is still taking quite a long time (approx 80 seconds) to display the drive listing when launching Windows explorer.
The RegSearch log is attached as requested.
